Council of Eminent Persons

The CICA Member States made a unanimous decision to establish the Council of Eminent Persons (CEP) and the CICA Advisory Group and consolidated this decision through adoption of the Regulations of the Council of Eminent Persons on 11-12 October 2021 at the Sixth Meeting of the CICA Ministers of Foreign Affairs.

The Council of Eminent Persons is an advisory body designed to develop and provide advice on a wide range of issues of interaction and development within the framework of CICA, including the ways to strengthen peace and security, implement confidence building measures, further directions and priorities of CICA activities. 

The CEP develops advice at the request of the Summit, the Ministerial Meeting, the Chairmanship or on its own initiative. The advice of the Council of Eminent Persons is adopted by consensus and is not binding on the CICA Member States.

According to the Regulations, the candidacy for the Head of the Council of Eminent Persons is recommended by the Chairmanship in consultation with Member States and approved by the Summit or by the silence procedure for a term of 5 years with the possibility of extending the powers for the next term.

On 26 October 2021, the Member States approved the candidacy of CICA Founder Nursultan Nazarbayev for the post of Head of the CEP.
The Head of the CEP provides overall coordination and leadership in the Council, forms the agenda, convenes and presides over the meetings of the CEP, coordinates the interaction with other CICA structures.

The Members of the Council of Eminent Persons are appointed for a term of 5 years from among prominent political and public figures, scholars and other eminent personalities from the CICA Member States on the basis of consensus and voluntary participation.

The CEP has a subsidiary structure - Advisory Group, providing advisory, expert and analytical support to the Council of Eminent Persons at its request. 

Candidates for the Advisory Group are nominated from among the citizens of the CICA Member States, who have the necessary competence, experience and knowledge in various areas of CICA activities.

To date, the CICA Council of Eminent Persons and its Advisory Group are in the process of forming their compositions.
