Mrs. Zhang Ling
Mrs. Zhang Ling is a professional diplomat seconded by the People's Republic of China to the CICA Secretariat in October 2023 as the CICA Deputy Secretary General, a member of the professional personnel. Mrs. Zhang Ling assists the Secretary General in addressing organizational and other operational issues. She also coordinates the promotion of the CICA confidence building measures and serves as a focal point for the human dimension.

Mr. Doulat Kuanyshev
H.E. Ambassador Mr. Doulat Kuanyshev is an Expert in the Military-Political Dimension of CICA. He has experience as the Ambassador of the Republic of Kazakhstan to seven countries, including three CICA Member States (India, Israel, Sri Lanka), and Permanent Representative to various international organizations. At different times, he served as the Deputy Minister of Foreign Affairs of Kazakhstan, Press Secretary of the President of the Republic of Kazakhstan, and Chairman of the Investment Agency of Kazakhstan.

Mr. Adel Adaileh
H.E. Ambassador Mr. Adel Adaileh is an Expert in the CICA Dimension of New Challenges and Threats. Mr. Adel Adaileh has experience as the Ambassador of the Hashemite Kingdom of Jordan to three countries: South Korea, Azerbaijan and Georgia (two of them are CICA Member States). He also served as the Director of the Asian Affairs Department in the Jordanian Ministry of Foreign Affairs for three years and represented Jordan in a number of international conferences. He gives lectures on international relations at the University of Jordan as a part-time lecturer.

Mr. Ugur Turan
Dr. Ugur Turan is an Expert of the CICA Secretariat on confidence building measures in the Environmental Dimension with an academic background as an experienced Turkish researcher. He specializes in the United Nations Sustainable Development Goals and green energy in his Ph.D. in economics. He worked in China and Turkey. He also worked as a researcher in the European Union Horizon 2020 Dialogues and Campaigners projects. His areas of interest include sustainable development goals, climate change, environment, sustainable energy, and green economy. He has publications in international journals and conferences.

Mr. Yerzhan Birtan
As a Director of the Office of the Secretary General Mr. Yerzhan Birtan supports the Secretary General by providing advice and analysis on substantive and strategic issues of further development of CICA and carrying out coordination between the Chairmanship and the Secretariat. He also oversees implementation of the Chairmanship priorities and provides substantive and organizational support to СICA governing bodies.

Mr. Anuar Tanalinov
Mr. Anuar Tanalinov is a career diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat as a Senior Officer, member of the professional personnel. Mr. Anuar Tanalinov serves as a focal point for implementing confidence building measures in the Military-Political Dimension, New Challenges & Threats, Combating Terrorism, the CICA Think Tank Forum and the Council of Eminent Persons. He also coordinates cooperation with the following CICA Member States: Afghanistan, Israel, Pakistan, Palestine, Russia, as well as with the EEU, SCO, RATS SCO, OIC, IOFS.

Mr. Arkady Koshcheev
Mr. Arkady Koshcheev is a career diplomat seconded by the Russian Federation to the CICA Secretariat in September 2021 as a Senior Officer, member of the professional personnel. Mr Arkady Koscheev is coordinating the implementation of confidence building measures in Combating Illicit Drugs, Epidemiological safety, public health and pharmaceticals, Security of and in the Use of Information and Communication Technologies. He is also responsible for cooperation with the following CICA Member States: Bangladesh, Cambodia, India, Thailand, South Korea, Viet Nam, as well as with ASEAN, the SAARC, and the UNODC.

Mr. Lakshmi Kanta Kumbhar
Mr. Lakshmi Kanta Kumbhar is a career diplomat seconded by the Republic of India to the CICA Secretariat as a Senior Officer, member of the professional personnel. Mr. Lakshmi Kanta Kumbhar facilitates the implementation of confidence building measures in the areas of Energy Security, Tourism, Finance, Trade & Investment. Besides, he facilitates coordination with the following CICA Member States: Bahrain, Egypt, Iran, Iraq and Jordan. He is also responsible for coordination with the Gulf Cooperation Council (GCC), Economic Cooperation Organization (ECO), League of Arab States (LAS), and International Organization for Migration (IOM), etc.

Ms. Akmaral Kinzhebayeva
Ms. Akmaral Kinzhebayeva is a career diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat as a Senior Officer and member of the professional personnel. As a lawyer specializing in international law, Ms. Akmaral Kinzhebayeva assists the Member States in transforming CICA into a full-fledged international organization. She also serves as a focal point for implementing confident building measures in the Development of Small and Medium Enterprises, Secure and Effective Systems of Transportation Corridors, sustainable connectivity, the Business Council and the Business Forum. Moreover, she coordinates collaboration with the following CICA Member States: Azerbaijan, Kazakhstan, Türkiye, and with the CICA Observer States: the USA and Japan. Ms. Kinzhebayeva is also responsible for cooperation with the United Nations system, and OSCE.

Mr. Aldiyar Kapyshev
Mr. Aldiyar Kapyshev is a diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat as an Officer, member of the professional personnel. As Officer, Mr. Aldiyar Kapyshev is a focal point for implementing confidence building measures in the areas of Sustainable Development, Environment Protection and the Youth Council. Additionally, Mr. Kapyshev coordinates cooperation with China, Mongolia, Tajikistan, Uzbekistan as CICA Member States and Belorussia as an Observer State, as well as with UNESCO. Moreover he is responsible for coordination in the establishment of CICA Partnership Network of leading universities and organization of CICA Ministerial conference on environmental issues in 2024.

Mr. Chingiz Karaguzhinov
Mr. Chingiz Karaguzhinov is a diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat in November 2023 as an Officer and a member of the professional personnel. Mr. Chingiz Karaguzhinov supervises the implementation of confidence building measures in priority areas, such as Natural Disaster Management and Information Technology, as well as the Council of Eminent Persons. He coordinates the cooperation with Kuwait, Kyrgyzstan, Qatar, Sri Lanka and the UAE as CICA Member States and Turkmenistan as an Observer State. Mr. Chingiz Karaguzhinov is also responsible for interaction with TURKPA (Observer Organization) and the Assembly of People of Kazakhstan (Partner Organization). Besides that, his portfolio includes raising CICA visibility through implementing major projects, such as the CICA Alley and anniversary books.

Mrs. Magira Rushanova
Mrs. Magira Rushanova in her capacity as an Accountant is responsible for ensuring financial management of the accounts of the Secretariat in accordance with the financial rules and regulations of the CICA. Mr. Rustem Zhumabekov is a Documents Management Officer and is responsible for managing, maintaining and ensuring control of the incoming and outgoing correspondence of the CICA Secretariat. He is also in charge of designing and further improving the Secretariat’s filing and archiving systems.

Ms. Akbota Batyrkhan is a Public Relations Officer and is responsible for raising awareness about the CICA Secretariat through disseminating information about events and projects in the mass media to the general public.
