Ms. Chi Fang
Ms. Chi Fang is a professional diplomat seconded by the People's Republic of China to the CICA Secretariat in August 2020. As the Deputy Executive Director of the Secretariat, Ms. Chi Fang assists the Executive Director of the Secretariat in addressing organizational and other operational issues and promoting confidence building measures in the Human Dimension. She is also responsible for Forum of Non-Governmental Organizations.
Mr. Doulat Kuanyshev
Ambassador Doulat Kuanyshev is an expert of the CICA Secretariat on confidence building measures in the Military-Political Dimension with experience as Ambassador of the Republic of Kazakhstan to seven countries, including three CICA Member States (India, Israel, Sri Lanka), and Permanent Representative to various international organizations. At different times, he served as the Deputy Minister of Foreign Affairs of Kazakhstan, Press Secretary of the President of the Republic of Kazakhstan, Chairman of the Investment Agency of Kazakhstan.
Mr. Arkady Koscheev
Mr Arkady Koscheev is a career diplomat seconded by the Russian Federation Kazakhstan to the Secretariat as a Senior Officer in September 2021. Mr Arkady Koscheev is coordinating the implementation of confidence building measures in Combating illicit drugs, Natural disaster management, Security of and in the use of information and communication technologies. He is also responsible for cooperation with Bangladesh, India, Thailand, South Korea, Viet nam, ASEAN, ACD, SAARC and UNODC.
Mr. Lakshmi Kanta Kumbhar
Mr. Lakshmi Kanta Kumbhar is a career diplomat seconded by the Republic of India to the CICA Secretariat. As a Senior Officer in the Secretariat, Mr. Kumbhar facilitates the implementation of confidence building measures in the areas of Energy Security, Tourism, Finance, Trade & Investment. Besides, he facilitates coordination with Bahrain, Egypt, Iran, Jordan, Qatar, Malaysia and Philippines. He is also responsible for coordination with Gulf Cooperation Council (GCC), Economic Cooperation Organization (ECO), League of Arab States (LAS), International Organization for Migration (IOM) etc.
Mrs. Sholpan Yelkeyeva
Mrs. Sholpan Yelkeyeva is a career diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat. As a Member of Professional Personnel, Mrs. Yelkeyeva is a focal point for implementation of confidence building measures in the New Challenges & Threats Dimension, in the areas of development of SMEs, Development of Secure and Effective Systems of Transportation Corridors, Agriculture, Business Forum and Business Council as well as for cooperation with the EU, OIC, and ESCAP. She also coordinates collaboration with Azerbaijan, Kazakhstan, Sri Lanka, Turkey, UAE.
Mrs. Madina Muratbekova
Mrs. Madina Muratbekova is a diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat since November 2020. As a Member of Professional Personnel, Mrs. M. Muratbekova is a focal point for implementing confidence building measures in the areas of Sustainable development, environment protection, Epidemiological safety, public health, and pharmaceuticals and the Youth Council. She also coordinates cooperation with China, Mongolia, Tajikistan, Uzbekistan as well as with TURKPA, Turkic Council, and Assembly of People of Kazakhstan.
Mr. Marat Janikeyev
Mr. Marat Janikeyev is a diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat as a Member of Professional Personnel. Mr. Marat Janikeyev is a focal point for implementing confidence building measures in the Military-political, New Challenges & Threats Dimensions, Combating terrorism and the CICA Think Tank Forum. He also coordinates cooperation with Afghanistan, Israel, Palestine, Russia, as well as with the EEU, SCO, SCO RATS.
Ms. Gulnar Bauyrzhankyzy
Ms. Gulnar Bauyrzhankyzy is a career diplomat seconded by the Republic of Kazakhstan to the Secretariat as an Associate Officer as of May 2021. Ms. Bauyrzhankyzy is responsible for PR and raising awareness issues, Information technology and Council of Eminent Persons. She also coordinates cooperation with Cambodia, Iraq, Pakistan, Kyrgyzstan, UN, OSCE.
