From Surveillance to Counter-Smuggling:  Law Enforcement Officers from 19 CICA Member States Upgrade Investigative Skills in Joint Training  rganized Crime Course

Astana, 19-23 October 2026 – An online training programme on basic anti-smuggling and organized crime investigation was conducted for law enforcement officers from CICA Member States from 19 to 23 October 2026. Organized by the Turkish International Academy Against Smuggling and Organized Crime (TADOC) under the Turkish National Police, the programme aimed to strengthen the professional capacities of law enforcement personnel in combating organized crime, investigating criminal activities, and addressing evolving transnational security threats.

The training programme opened on 19 October with an introduction to its aims and objectives, followed by sessions examining the definition of criminal groups and their key characteristics. Participants explored the structure and operational patterns of organized criminal networks, laying the groundwork for understanding the methods used to identify and investigate criminal organizations.

Building on these foundational topics, the programme addressed the principal areas of activity of criminal organizations and the systematic approaches applied in organized crime investigations. Specialized sessions covered the smuggling of weapons and ammunition, as well as nuclear and radioactive materials. Participants also examined investigative techniques and procedures designed to support effective law enforcement responses to complex criminal activities.

Further sessions focused on informant management, undercover operations, communication surveillance, and monitoring using technical devices. The programme emphasized the importance of intelligence-led policing, interagency cooperation, professional integrity, and respect for human rights in combating organized crime. It also highlighted the need for law enforcement officers to adapt their investigative methods to the changing techniques employed by criminal organizations in an increasingly interconnected and technologically advanced world.

Cooperation between CICA and TADOC has already enabled 177 law enforcement officers from 19 CICA Member States to participate in nine training programmes, reflecting the sustained commitment of both sides to strengthening regional security cooperation and professional expertise.

Implemented under the CICA Plan of Implementation of Confidence Building Measures (CBM) for 2026 (Item 28), the initiative reflects the active role of Türkiye as the coordinator of the priority area "New Challenges and Threats (general)" under the "New Challenges and Threats” dimension.

By providing specialized expertise and practical investigative methodologies through TADOC, the programme contributed to strengthening law enforcement capacities, enhancing professional standards, and advancing practical confidence-building efforts among CICA Member States in combating smuggling and organized crime.
