11-15 May 2026 – Law enforcement officials from the Member States of the Conference on Interaction and Confidence Building Measures in Asia (CICA), namely Jordan, Kyrgyzstan, Qatar and Sri Lanka, successfully completed an intensive online training program focused on combating smuggling and transnational organized crime, held from 11 to 15 May 2026.
Organized by the Turkish International Academy Against Smuggling and Organized Crime (TADOC) of the Turkish National Police, with the support of the CICA Secretariat, the five-day capacity-building initiative targeted officers responsible for front-line anti-smuggling operations.
Throughout the program, designed to equip participants with advanced operational tools and modern investigative methodologies, expert instructors guided officers through the complexities of the smuggling crime investigation system.
Key topics included advanced profiling and risk analysis to proactively detect illicit activities, the deployment of special investigation techniques and evidence collection, legal frameworks and modern operational planning for complex smuggling cases, as well as effective verbal and non-verbal communication skills for accurate statement taking.
As smuggling networks continually adapt their methods, continuous education and cross-border cooperation remain critical. By facilitating the exchange of expertise and standardizing investigation protocols, these initiatives continue to strengthen the operational readiness of Member States.
The Republic of Türkiye operates as the coordinator of the priority area "New Challenges and Threats (General)" within the framework of the implementation of CICA confidence building measures and has extensive experience in conducting seminars and training courses in this area. This event became another contribution of Türkiye to strengthening the capacity of law enforcement agencies of the Member States, developing practical cooperation within the CICA framework and reinforcing the shared commitment to ensuring a secure and stable Asian region.
It is expected that during the year, the TADOC will continue organizing series of training courses aimed at transferring the accumulated best practices on various topics that are of interest to law enforcement agencies of the CICA Member States.
