At the rostrum of the 47th Session of the United Nations General Assembly, the First President of the Republic of Kazakhstan – Elbasy H.E. Nursultan Nazarbayev first proposed the idea to convene a regional organization for the goal of ensuring peace, security, and stability in Asia. The CICA initiative was born on this day.
The Declaration on the Principles Guiding Relations between the CICA Member States was adopted at the First Meeting of Ministers of Foreign Affairs in Almaty, Kazakhstan. The Declaration is one of the founding documents of the CICA platform, outlining the principles of the CICA Member States in pursuing regional peace, security, and stability.
The Almaty Act, serving as the charter of CICA, was adopted at the First CICA Summit Meeting in Almaty, Kazakhstan. Along with the Declaration of the Principles Guiding Relations between the CICA Member States, the Almaty Act sets the goals and objectives of CICA and guides the work of Member States in the platform.
The Second Ministerial Meeting concluded its work with the adoption of the CICA Catalogue of Confidence Building Measures, which outlines the CICA confidence building measures, the priority areas for strengthening confidence and promoting interaction between Member States. The list of confidence building measures and dimensions of cooperation of the CICA platform continues to grow to this day.
The Statute of the CICA Secretariat was adopted at the Second CICA Summit Meeting in Almaty, Kazakhstan in 2006. The document established and defined the functions and structure of the CICA Secretariat, a permanent body which provides administrative, organizational and technical support for meetings and other CICA activities.
The Third Ministerial Meeting of CICA formally adopted the Protocol Amending the Statute of the Secretariat of CICA.
The Third CICA Summit was marked by the adoption of the CICA Convention on the Privileges and Immunities, regarding the personnel and representatives of members of CICA.
The Fourth CICA Summit Meeting, which took place in Shanghai, People’s Republic of China, in 2014, officially amended the CICA Rules of Procedure to include additional measures and provisions for the operations of CICA.
The Fifth Meeting of the Ministers of Foreign Affairs resulted in the adoption of the Declaration on Promoting Peace, Security, Stability and Sustainable Development in Asia through Dialogue.
The 25th Anniversary of CICA was officially marked by the adoption of the Ministerial Statement on the 25th Anniversary of CICA.
The Fifth CICA Summit took place during the CICA Chairmanship of the Republic of Tajikistan.
The Ministers of Foreign Affairs of the Member States of CICA met in Nur-Sultan, Republic of Kazakhstan, on 11-12 October 2021 for the Sixth Meeting of the CICA Ministers of Foreign Affairs. At the Sixth Ministerial Meeting, Regulations on the Council of Eminent Persons were adopted, and revisions to the CICA Catalogue of Confidence-Building Measures and CICA Rules of Procedure were made
An informal ministerial meeting of CICA was held on the sidelines of the UN General Assembly under the Chairmanship of Kazakhstan, which was attended by the Foreign Ministers of the CICA Member States. The meeting focused on the preparation for the Sixth CICA Summit
Historical photographs from the archive reflecting landmark events in the history of CICA were presented at the event together with CICA anniversary projects – the books “Tales of Asia” and “Ecotourism Guidebook of the CICA Region”, and the commemorative coin “100 tenge” of the National Bank of the Republic of Kazakhstan.
One of the key strategic decisions taken by the Summit was the Astana Statement on Transformation of the Heads of State and Government of CICA, which launched a structured, inclusive and transparent negotiation process for the gradual, incremental and consensus-based transformation of CICA into a full-fledged regional international organization, which is the strategic goal of Kazakhstan.
