CICA Deputy Secretary General addresses 2025 World Internet Conference – Wuzhen Summit




Wuzhen, 9 November 2025 — Deputy Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA) Mr. Farid Damirli represented the CICA Secretariat at the 2025 World Internet Conference – Wuzhen Summit, held on 6–9 November in Wuzhen, Zhejiang Province, China. He delivered remarks at the Forum titled “International Norms in Cyberspace: Practice and Exploration” during the session on “Cross-Border Data Flow Governance and Global Digital Security Governance.”

The 2025 Summit, convened under the theme “Forging an Open, Cooperative, Secure and Inclusive Digital Intelligence – Building a Community with a Shared Future in Cyberspace,” brought together representatives of governments, international and regional organizations, the private sector, academic institutions and civil society to exchange perspectives on emerging digital technologies and the evolving system of global cyberspace governance.

In his intervention, CICA Deputy Secretary General Damirli underscored the increasing centrality of data in contemporary economic and social development, noting that cross-border data flows have become a major driver of trade, innovation, digital public services and long-term growth. He stressed that these opportunities are accompanied by challenges related to cybersecurity, trust, privacy and national sovereignty that require balanced and cooperative approaches to digital governance.

Mr. Damirli highlighted ongoing CICA initiatives in the priority areas of “Security of and in the Use of ICTs” and “Information Technology,” noting that Member States continue to expand collaboration through expert exchanges, capacity-building activities and policy dialogue. He underlined that trust in cross-border data flows must rest on transparency, interoperability and respect for national sovereignty supported by effective safeguards for privacy, security and ethical data use.

Recognizing that many CICA Member States are at different stages of digital development, he called for a more inclusive and equitable digital environment that supports capacity building, technological resilience and improved digital infrastructure across the region.

Reaffirming CICA’s shared vision for a secure and resilient digital future, Mr. Damirli emphasized the importance of deeper regional cooperation, stronger confidence building in the digital domain and consistent engagement in shaping a trustworthy, effective and inclusive global data governance framework.

CICA’s participation in the Wuzhen Summit underscores the increasing relevance of regional dialogue in addressing the challenges and opportunities of digital transformation and demonstrates the platform’s commitment to promoting constructive solutions for a safer and more interconnected cyberspace across Asia.
