Minsk, 28 October 2025 — Secretary General of the Conference on Interaction and Confidence Building Measures in Asia (CICA) Ambassador Kairat Sarybay participated in the 3rd Minsk International Conference on Eurasian Security at the invitation of Minister of Foreign Affairs of the Republic of Belarus M.Ryzhenkov. The event was attended by delegations from more than 50 countries and seven international organizations, including foreign ministers, heads of integration associations, representatives of parliaments, scientific centers and think tanks from Europe, Asia and the Middle East.
Speaking at the high-level plenary session “Global (Dis)Order and the Eurasian Security Puzzle”, the Secretary General expressed gratitude to the organizers for the invitation and stressed that the initiative of the Republic of Belarus to convene a conference on Eurasian security has become a significant factor in strengthening the dialogue among the countries of the region.
In his speech, Ambassador Sarybay noted that in the context of geopolitical changes and new dividing lines, enhancing multilateralism and inclusivity is of particular importance to ensuring peace and stability. He stressed that the new security architecture in Eurasia should be based on the principles of trust, transparency and equality, covering political, military, economic, humanitarian and environmental aspects.
The Secretary General drew attention to the fact that CICA, as the largest pan-Asian platform uniting 28 states, provides a unique opportunity to deepen dialogue and develop concerted solutions. He noted that the organization is capable and designed to become an Asian pillar of the emerging Eurasian security architecture, acting as an important complement to other regional formats.
Ambassador Sarybay also noted that the current Chairmanship of the Republic of Azerbaijan, which focuses on the theme “Stronger CICA, Connectivity, Digitalization and Sustainable Growth in Asia”, is giving additional momentum to the organization’s activities by contributing to the strengthening of its institutional capacity, the development of cross-sectoral forms of interaction, the more effective implementation of confidence building measures and the deepening of cooperation with international and regional institutions. On the sidelines of the Conference, the Secretary General held meetings with Union Minister of Foreign Affairs of the Republic of the Union of Myanmar Than Swe, Deputy Minister of Foreign Affairs of the Islamic Republic of Iran Saeed Khatibzadeh, Secretary‑General of the Shanghai Cooperation Organisation Nurlan Yermekbayev, Special Representative of the Chinese Government on Eurasian Affairs Sun Linjiang, Advisor to the President of the Slovak Republic Jan Kubis, First Deputy Secretary‑General of the CIS Igor Petrishenko and Senior Advisor to the Centre for Humanitarian Dialogue Martin Sajdik. The talks covered regional interaction and prospects for cooperation within multilateral frameworks.
The 3rd Minsk International Conference on Eurasian Security provided a platform for exchanging views on strengthening regional and global stability, as well as fostering dialogue in line with the goals and principles of CICA, aimed at building trust, promoting mutual understanding and establishing a comprehensive architecture of peace and security in Eurasia.
During his visit to the Republic of Belarus, the Secretary General also delivered a lecture at the Belarusian State University, where he outlined the history and key achievements of CICA, as well as the priorities of Azerbaijan’s Chairmanship, focused on expanding economic and humanitarian cooperation, enhancing the role of youth and promoting the digital agenda. He pointed out that implementing these priorities contributes to the further development of CICA as a credible mechanism for multilateral cooperation, founded on trust, equality and the pursuit of sustainable peace and prosperity in Asia.
