Ms. Chi Fang

Ms. Chi Fang is a career diplomat seconded by the People's Republic of China to the CICA Secretariat since August 2020. As Deputy Executive Director of the Secretariat, Ms. Chi Fang assists Executive Director of the Secretariat in addressing organizational and other operational issues, as well as coordinates the implementation of CBMs in economic, human and environmental dimensions.


Mrs. Krasnikova Evgeniya Vladimirovna

Mrs. Krasnikova Evgeniya, Ph.D. in Political Science, is a career diplomat, seconded by the Russian Federation to the CICA Secretariat since 2017.
She coordinates areas of cooperation in the fields of development of small and medium enterprises, tourism and sustainable development. She interacts with EEC, OSCE (economic, environmental and human dimensions).
Mrs. Krasnikova  Evgenia is responsible for work coordination with Russia, Israel, Palestine, Jordan, Pakistan, Bangladesh and Mongolia.

  Mr. Dharmendra Singh

Mr. Dharmendra Singh is a career diplomat seconded by Republic of India to the Secretariat as a Member of Professional Personnel. Mr. Singh deals in implementation of CBMs among the Member States in Military-Political dimension, New Challenges & Threats dimension (Terrorism, Illicit drug trafficking) and Economic dimension (Development of Small and Medium Enterprises).
He is also coordinator to Cambodia, India, Iran, Iraq, South Korea, Sri Lanka and Thailand; and also to UN, Economic Cooperation Organisation (ECO) and International Organisation for Migration (IOM), in cooperation and communication with the Secretariat.


Mr. Jaxygaliyev Bulat

Mr. Jaxygaliyev Bulat is a career diplomat seconded by the Republic of Kazakhstan to the Secretariat since November 2018. As a Member of Professional Personnel in the Secretariat, Mr. B.Jaxygaliyev deals in implementation of CBMs among the Member States in Agriculture, Finance, Environment, New Challenges & Threats, Development of secure and effective systems of transportation corridors and Sustainable development dimensions.
He is also the coordinator of cooperation and relations of the Secretariat with Afghanistan, China, Egypt, Sri Lanka, Uzbekistan, Vietnam, Bangladesh and Tajikistan, as well as with the SCO, RATS, SCO, TurkPA in the above dimensions.


Mrs. Sholpan Yelkeyeva

Mrs. Sholpan Yelkeyeva is a career diplomat seconded by the Republic of Kazakhstan to the CICA Secretariat since April 2019. As a Member of Professional Personnel in the Secretariat, Mrs. Yelkeyeva is responsible for implementation of CBMs in Military-Political Dimension, Information Technology, Agriculture, Finance, Natural disaster management, meetings of SWG and SOC, cooperation with EU and OSCE. She is also coordinator to Azerbaijan, Bahrein, Cambodia, Jordan, Kazakhstan, Kyrgyzstan, Mongolia, UAE.
Mrs. Yelkeyeva is graduated from the Academy of Public Administration under the President of Kazakhstan (2009) and has undergone training on Creating collaborative solutions at the Kennedy School of Government of the Harvard University (2010). In 2014 she defended her Postgraduate Research in foreign policy at the University of Oxford (Kellogg College).
