Statement by H.E. Mr. Artur Rasi-zade

Prime-Minister of the Republic of Azerbaijan

Mr. Chairman,

Heads of States and Governments,

Ladies and gentlemen,

I would like to express my heartfelt gratitude to the Government of Kazakhstan, friendly Kazakh people and President of the Republic of Kazakhstan Mr. Nursultan Nazarbayev for hospitality and favorable atmosphere created for conducting the First CICA Summit. I would also like to convey the warmest greetings extended by President of the Azerbaijan Republic, Mr. G. Aliyev, to participants of the Summit and his wishes of fruitful and successful work.

Today's meeting is of utmost significance: we will sign the founding document - the Almaty Act. This document will facilitate further development of security system and will allow us to confront together new threats and risks.

Globalization processes are rather contradictory. On the one hand, they are accompanied by the deepening of integration processes and rapid development of infrastructure of cooperation and exchanges, and on the other hand, there are threats and risks of transnational character, a danger of global confrontation and antagonism. We can tackle these threats and find solutions to these problems only through multilateral interaction on the basis of norms and principles of international law.

Unanimous aspiration to solve existing problems of the Asian region creates a basis for coordinated actions for the sake of peaceful development of the continent. It is important to emphasize capabilities of our countries that can be utilized to strengthen trans-regional cooperation,for instance,throughimple mentation of transnational projects on development of communication infrastructure between Europe and Asia, transportation of hydrocarbons to international markets, promotion of cultural ties between West and East within the framework of a dialogue among civilizations. It is hard to underestimate the value of the coordinated efforts of Asian countries in the field of arms control and disarmament for international peace and security.

Overcoming such modern challenges as military confrontations, aggressive separatism, terrorism, organized crime, drug trafficking, money laundering, illegal arms trafficking and transfer of radioactive materials require joint and concerted efforts.

 The settlement of conflicts in strict conformity with princi pies and norms of international law should become one of the main tasks of the modern time. We should pay attention to the cases when resolutions of international organizations failed to be imple mented, which necessitates measures to be taken to exert collective influence. Unfortunately, there are a number of examples of deviation from these requirements,in particular,in the cases of settlement of the conflict between Armenia and Azerbaijan, Nagomy Karabakh conflict. Armenia is persistently refusing to remove armed forces from occupied Azerbaijan territories and trying to impose its terms of peace from a de facto position. These acts remain unpunished, and both parties are being held equally responsible despite obvious distinction between an aggressor and victim. The confidence-building and security are incompatible with foreign occupation and dictate by force, which should be condemned resolutely and opposed by the power of law and international legislation, providing guarantees of territorial integrity, security of states and protection of human rights.

The eradication of terrorism is one of the most important problems of the modern time. We should be firm and persistent, and we should exclude selective approach and double standards in the fight against this evil. We should undertake complex measures by taking into consideration all existing factors, such as poverty, discrimination, national and religious intolerance and humanitarian crises.

Due to the fact that Azerbaijan is a part of both Europe and Asia, its security and stable development equally depend on security and stable development of both regions as well as on the balance of interests and overall political situation in Eurasia. Azerbaijan considers the Conference on Interaction and Confidence-Building Measures in Asia a useful instrument for strengthening security, promotion of Asian policy, facilitating full use of potential of cooperation with both close and remote neighbors.

Being located at the crossroads of trade and economic routes between West and East, North and South, absorbing the values of various cultures and civilizations, Azerbaijan represents one of the important segments of the bridge of cooperation and mutual enrichment between regions of Eurasia.

Azerbaijan's participation in suchinternational,regional and subregional structures as OSCE, European Council, CEAP, OIC, ECO, ОВЕС, GUUAM and its partner relations with NATO and European Union can serve as a proof of the above-said statements. The experience of Azerbaijan and other states occupying a transregional position can be used in achieving objectives and tasks of this forum.

Mr. Chairman,

 I am confident that today's meeting will be an important step to the regional consolidation. A responsible and challenging work is in store for us to do. And, despite existing problems and contradictions,we can hope for a success of efforts of our young forum and its member-states aimed at promoting stability in Asia based on security, confidence-building and cooperation. The Asian region has enormous resources, potential for development and rich cultural heritage dated back to ancient times. It deserves better future; a future without conflicts and wars, a future of prosperity and harmony.

In conclusion I would like to emphasize with gratitude the active initiating role of the Republic of Kazakhstan and its President Mr. Nazarbayev in developing this forum.
