Statement by H.E. Ms. Marilyn J. Alarilla

Ambassador of the Republic of the Philippines to Turkey and

non-Resident Ambassador to Azerbaijan and Georgia  

Excellencies,

Distinguished Delegates:

The Philippine Delegation conveys our congratulations to CICA Chair His Excellency  Prof Dr. Ahmet Davutoglu, Minister of Foreign Affairs of the Republic of Turkey and to His Excellency Mr. Yerzhan Kazykhanov, Minister of Foreign Affairs of the Republic of Kazakhstan on this momentous occasion of the 20th anniversary of the Conference on Interaction and Confidence Building Measures in Asia (CICA).  I also wish to thank H.E.  Minister Kazykhanov for the warm hospitality and excellent arrangements for our visit to the modern city of Astana. May I also express our sincere appreciation for the excellent work of Executive Director Ambassador. Cinar Aldemir and his staff at the CICA Secretariat, which serves as the backbone of CICA activities.

As with many other countries represented at this meeting, the Philippines has been an active participant in bilateral, regional and multilateral confidence building activities, guided by our abiding respect for international law and norms.  

Within the Association of Southeast Asian Nations (ASEAN) and ASEAN mechanisms such as the ASEAN Regional Forum (ARF)  and the ASEAN Plus One cooperation with Dialogue Partners, the Philippines has engaged in confidence and security building measures, promoted cooperative and comprehensive security, advanced  maritime cooperation and  addressed  trans-border issues such as terrorism, trafficking of women and children,  drug trafficking  and cyber crimes, among others. In these activities, the academe, civil society and non-governmental organizations are the partners of our government agencies in policy formulation and program implementation.

On maritime issues, we have  cooperated on ensuring freedom of navigation in the high seas and maritime safety and security including prevention of sea piracy and armed robbery against ships.  

Thus, having witnessed the mutual trust and respect generated by CBMs at  various forums, we are optimistic that efforts to enhance  closer cooperation in the broader Asia region, as initiated by founding Chair Kazakhstan in close partnership with current chair Turkey,  are contributing significantly to build understanding and cooperation among countries and peoples in the region. 

Moreover, CICA activities in the areas of economy, environment, disaster relief, transportation and energy which are beyond the traditional political and security spheres help assure greater safety and dignity of the region’s citizens.  

On comprehensive security cooperation, specifically the political-security dimension, the Philippines accords utmost importance to respect for territorial integrity, adherence to rules-based norms and recognition of equal rights of nation states.

The Philippines is equally committed to the realization of  comprehensive security’s  economic dimension, environmental dimension and the human dimension particularly good governance, the rule of law and respect for human rights. Of special emphasis on the human dimension is the protection of the rights and promotion of the welfare of Filipinos working in foreign territories, including those in the high seas. . 

In conclusion, the Philippines joins other countries in lauding the sustained effort of the Founding Chair Kazakhstan and the current Chair Turkey in promoting dialogue and cooperation in  Asia thus nurturing peace, mutual understanding and solidarity in the region.
