Dear Chairman,

Dear colleagues,

First of all let me express my gratitude to our colleagues from Kazakhstan for their hospitality and excellent organisation of the Third Ministerial meeting of the CICA. The Kyrgyz Republic also congratulates the United Arab Emirates and the Hashemite Kingdom of Jordan with their joining to the Conference on Interaction and Confidence-Building Measures in Asia.

The expansion of the Conference demonstrates high authority of this forum and its capacity for promoting the dialogue between civilisations and cultures, between states and nations of the Asian continent.

Since the First Almaty Summit the CICA became an indicator of common aspiration of our states to counteract the challenges and threats of the modern world. In this respect the Declaration on abolishment of terrorism and assistance to dialogue between civilisations, which aimed at comprehensive and continuous provision of security on basis of the international law principles and the UN Charter, has a significant meaning. Kyrgyzstan in its turn will be glad to welcome the participants of the Conference on "Religious Tolerance" during this autumn.

Cooperative approach assists in creating multilateral mechanisms for Asian stability and allows using at most the capacity of the Conference in every field including economic and humanitarian dimension. At the same time a viability of collectively taken measures depends on active efforts in realising achieved agreements and promoted initiatives.

During the Second Summit of the Conference the President of the Kyrgyz Republic underlined that strengthening of mutually beneficial trade and economic cooperation should remain as an inalienable part of cooperation within the CICA. Mutually beneficial trade and economic cooperation is not possible without joint practical actions in energy sector and sphere of transport communications. It is necessary to put an ample attention to the establishment of a single transport space, including common sky and cooperation with land­locked countries in Asia. Considerable attention should be also paid to partnership in energy sector, particularly in the context of forming the Asian energy security system. Besides this tourism has a great potential in the frames of the Conference.

For provision of security in Asia it is essential to put common efforts for the practical realisation of another direction, contained in the Catalogue of Confidence-building measures. Here I mean joint ecological/environmental activities. In this respect the Kyrgyz Republic expresses its serious concerns over the issue of uranium waste tailings, the issue which can not be considered as a problem of a single country as it threatens to the whole region.

Kyrgyzstan considers cooperation with regional and international institutions as one of the effective mechanisms for the development of the CICA. We welcome the establishment of relations with the International Organisation for Migration and give an ample attention to holding the Conference of Asian regional and sub-regional organisations and forums under the aegis of the CICA.

Cooperation with the United Nations undoubtedly remains a priority. Everyone knows that globalisation has turned to the growth of tension in particular parts of Asia because of economic and social inequality. For increasing social guarantees two UN resolutions were adopted in the last year on the initiative of the President of the Kyrgyz Republic: the establishment of The World's Day of Social Justice and holding the Second Global Mountain Summit in Bishkek in 2009. We invite the CICA member-states to take participation in realisation of these projects.

From year to year the Conference on Interaction and Confidence-Building Measures in Asia has been strengthening its authority on international arena, forming collective approaches in reinforcing the Asian security. Political dialogue in the frames of the CICA, based on mutually beneficial trade and economic relations, is a base for stable development of all Asian states.
