Your Excellency,

Distinguished participants of the meeting,

Dear Ladies and Gentlemen,

Sixteen years have passed since His Excellency President of the Republic of Kazakhstan, Mr. Nursultan Nazarbayev, launched his initiative to found the Conference of Interaction and Confidence Building Measures in Asia, while speaking at the 47th UN General Assembly Session; in order to have an effective structure on peace, development and security, to make possible a secure World characterized by cooperation and lasting stability between Asian countries. As the years pass by, the initiative becomes more relevant, for a greater meaning is attached to its ideals and objectives.

In Modern times, terrorism, transnational crime, environmental degradation, spread of infectious diseases and trafficking in human beings, illicit drugs and arms have become commonly known as the New Threats and Challenges. In a World that is getting increasingly interdependent, addressing threats and challenges that are global in nature, in a collective manner is the only possible approach to dealing with them.

The Middle East has suffered from instability for many decades. It is true that the main factors associated to this suffering are attributed to political and territorial conflicts; however, by addressing the threats, CICA can contribute to the alleviation of instability. Middle Eastern countries that have joined this initiative share Jordan’s views on that those threats should be confronted collectively.

A positive outcome of the peace process in the Middle East will undoubtedly lead to the amelioration of stability, and will help the region to dedicate more effort to fight the aforementioned threats and challenges.

His Majesty, King Abdullah II, has spared no effort to encourage the regional parties to reach a comprehensive peace. Reaching a final agreement between Palestinians and Israelis will not only contribute to settling the Arab-Israeli conflict, but will also help improve the lives of millions in the region who have been suffering for so long.

Today, the Hashemite Kingdom of Jordan becomes a full-fledged member of the CICA conference. I would like to express the Jordanian government’s appreciation for granting Jordan the honor and the privilege of taking part in this forum. Jordan has sought the full membership as it aspires to contribute to the Conference’s processes, ideals and objectives. I hereby reaffirm Jordan’s commitment to the basic principles and goals of CICA enshrined in the Almaty Act of 2002, as well as its commitment to stronger cooperation among Asian countries, based on mutual trust, respect and confidence. In a continent as vast and diverse as Asia, there are many economic, cultural, ethnic and historical entities to consider indeed, yet, an integration that takes into account the specific situations and peculiarities of different regions in Asia is viable and capable of attaining its goals.

Jordan is looking forward to working with its partners from members of CICA based on its confidence building measures, and we hope to make a positive and valuable contribution to this illustrious Forum.
