Mr. Chairman, Excellencies, Distinguished Guests,

I am delighted to attend the Fourth Meeting of the Ministers of Foreign Affairs Conference on Interaction and Confidence Building Measures in Asia.

Allow me first to express my deep appreciation and gratitude to His Excellency President Nursultan Nazarbayev: for his vision of CICA, which became a reality in 1992, and to the Government of Kazakhstan for organizing today's important event, and for the warm hospitality that has been extended to us.

Allow me also to thank His Excellency Mr. Ahmet Davutoglu, the Foreign Minister of Turkey, for chairing this important meeting and for Turkey's tremendous efforts to promote CICA and enhance cooperation.

The State of Israel has supported CICA from its very beginning and has shared the vision of this unique Asian forum – sharing and enhancing cooperation towards promoting peace, security and stability in Asia – and we are proud to participate in its 20th Anniversary. Israel has closely cooperated with this forum in recent years, and has conducted several confidence building measures.

Today, here in this beautiful city of Astana, we witness more than ever, that only cooperation between the different States can deal effectively with the increasing global challenges we face in almost every aspect - be they terror, drugs, climate change, and more. It is exactly at this point where CICA can play a vital role in enhancing this cooperation and contributing constructive measures to achieving these common goals. 

CICA is a unique forum that has been so far persistent in its efforts to establish good neighborly relations among its members. Israel hopes that this great vision and endeavor for our region and Asia will surmount any obstacle. Israel is ready to take part in the daily challenges to fulfill the CICA vision. We believe that the key to the success of CICA in achieving its goals is to remain professional and practical.

Indeed, the geographical area consists of many countries, traditions, religions, political crises and conflicts, which we face on a daily basis. But that is exactly the power and the secret of this organization – to allow us to surmount the disagreements and together to find a path to continue and cooperate in the different areas even though there are different arguments on certain matters.

CICA is a forum based on the recognition and belief that there is a close link between peace, security and stability. This belief has been greatly supported by the State of Israel ever since CICA's first steps as a unique Asian forum. Israel's support stems from its conviction that the goals of the forum are noble and just. Israel's sincere wish is to cooperate together with CICA’s members for the success of this forum, its Member States, and goals. We think that this ministerial summit should focus on how to enhance cooperation between CICA members, and we believe for this reason CICA should avoid areas which will stress the confrontations and have to focus on areas of cooperation. We urge CICA to refrain from politicization and to stay on constant guard against being dragged into endless and deadlocked discussions.

Please allow me to conclude by saying that Israel believes that in the next 20 years the role of CICA can become even more important, wide-ranging and intensified. We believe that we are just at the beginning. Israel hopes it will be able to share its experience in which it enjoys expertise, in particular in the field of sustainable development and in such matters as water, agriculture, fighting desertification, and others.

We look forward to continuing our common work, facing together the many challenges we have, and hopefully to contribute to peace, security and prosperity in the area.
