Dear Colleagues and friends

Ladies and Gentlemen's,

It is my pleasure to be with you to attend the twentieth anniversary of the founding of the Conference on Interaction and Confidence Building Measures in Asia and the fourth meeting of Foreign Ministers of the Member States here in beautiful Astana, as the representative of the Government of Iraq. I present the apologies of his Excellency Mr. Hoshyar Zebari, Minister of Foreign Affairs, as he was unfortunately not able to participate due to prior commitments. Furthermore, I extend my warm congratulations to the Republic of Turkey on the occasion of the return of its assumption of the Presidency of the Conference for the next two years. I also thank the Republic of Kazakhstan on its hospitality and this distinguished setting for our meeting.

Over the past 20 years, the Conference on Interaction and Confidence Building Measures in Asia has played a major role in enhancing mutual understanding and trust among the Asian States while maintaining security and stability in Asia and strengthening regional exchange cooperation and non-interference in the internal affairs of Member States. It has done this through the organization of training courses to increase expertise in dealing with issues as diverse as the environment, information technology, drugs, small and medium-sized enterprise development and water transport corridors while providing the ability to face any future threats and challenges. 

Iraq’s first appearance at this Conference was during the Summit that was held in Turkey at the level of Heads of States and Governments in June of 2010. Though that was not very long ago, Iraq is now a vey active member of the Conference, having participated in all the meetings and forums, workshops and training courses that have been organized by the Member States.

Having rid itself of one of the most oppressive dictatorships in the history of the world by ousting Saddam Hussein’s regime in 2003, Iraq has been able to recover its sovereignty and went on to build a pluralistic and federal Iraq, promoting its economy, holding several parliamentary elections and adopted a new Constitution, all while building civil society institutions and fighting against terrorism in all its forms to the point where there is now a clear and marked improvement in Iraq’s security situation. 

As such, Iraq calls on the Member States of the Conference on Interaction and Confidence Building Measures in Asia to encourage both public and private companies to enter to the Iraqi market in order to invest in various fields, particularly in the oil and gas, electricity and infrastructure sectors, for the mutual benefit of our nations.

In conclusion, I wish the participants in this meeting to reach constructive conclusions and recommendations that correspond to the objectives of this Conference and serve the interests of the peoples of Asia. 

Once again, I would like to reiterate my thanks to His Excellency President Nursultan Nazarbayev, the Republic of Kazakhstan and the organizers for hosting such a successful and important event.
