STATEMENT BY

H.E. MR. TARIQ-AL-HASHIMI

VICE PRESIDENT OF THE REPUBLIC OF IRAQ

In the name of Allah, the Most Gracious, the Most Merciful

His Excellency Chairman of the Conference,

Excellencies, Presidents, Prime Ministers and Heads of Delegations of the Member States of the Conference, Ladies and Gentlemen,

Assalam alaikum wa rahmatullahi wa barakatuh 

I am happy to lead the Iraqi delegation at the Third Summit of the Conference on Interaction and Confidence Building Measures in Asia and to express the sincere desire of the Republic of Iraq to join this Conference, seeking to establish friendly relations and close cooperation with international community in general and with Asian countries in particular, including with the neighboring countries. The Republic of Iraq believes in usefulness of such international communities, and will make every possible effort to ensure the success of the Conference and work towards implementation of its high purposes.

I am very pleased on behalf of the Republic of Iraq delegation to express gratitude and appreciation to the Republic of Turkey, represented by its President, Government, people, the city of Istanbul, in particular for their hospitality and reception as well as express my gratitude and recognition to all Asian countries for their support to the position of Iraq, its sovereignty, independence, territorial integrity and respect for its elections in free democratic transformation.

Iraq has achieved success in overcoming numerous threats impeding in the process of building of new Iraq after the fall of the former regime in 2003. For the first time Iraq could build democratic institutions through the processes of voting and now has local and national legislative councils, elected by free will. Iraq has adopted a permanent constitution, allows free press. Institutions of civil society have taken up special roles in different aspects of life activity such as humanitarian, political, educational, social and others.

We are actually building a new Iraq, where its children will be compensated for years of deprivation, blockade and wars, and guarantee of a decent future and an honorable life for future generations, and which will promote, with full seriousness, security and stability in the region and the world on the whole. During last few years, Iraq has implemented qualitative changes in political and economic area; in the services sector and related areas; expanded trade and political relations with different countries of the world; achieved substantial economic growth; attracted large number of investments; and made many deals in the oil industry. It is remarkable that many companies, which concluded agreements, have brought workers from Asian countries such as People's Republic of China, Malaysia and Turkey. Iraq is seeking to conclude investment agreements in the field of natural gas. Iraq has huge reserves of gas for export which should, together with the export of crude oil, provide sufficient resources that can be used in development and reconstruction.

Iraq provides appropriate legal base for attracting foreign investments, and has a promising potential of investments in the sphere of energy, agriculture, health, education, services, housing, tourism and other fields at present as well as in future. Security threat is not an obstacle, as it was in the past, on account of high level of success in enforcing law and order.

Despite this, Iraq still hopes for final closure of the threats to safety, and to completely turn attention to construction and development. Iraq is conscious that it will not be possible to achieve this only by own efforts. It is necessary that all countries, especially neighboring states, take a responsible stand and extend full cooperation. Iraq hopes to dedicate this conference to set rules in the relationship between Member States, based on trust, mutual interest and non-interference, which will set example for all counties in the world countries to imitate.

I take this opportunity to thank all friendly countries of Iraq, who have rescheduled or waived their debts, because they found that these debts were punishment of catastrophic nature to innocent people, of which they were the initial victims. I foster a great hope that other brotherly and friendly nations will follow in their footsteps. I am also calling upon all the countries in the world to assist Iraq in its withdrawal from dependence on the seventh chapter in order that it can implement its necessary positive role in political, trade and investment sphere.

Finally, probably the international community is disturbed about the delay in forming a government after the successful elections held on 7 March 2010. I think that now the mission has become much easier after approval of the results by the Federal Court and it is possible to hope that a meeting of the new parliament will held in the near future and will open new opportunities for constructive negotiations between victorious factions to come to agreement on details of the government partnership and national equality.

In conclusion, I want to renew my thanks and recognition to the General Secretariat of the Conference and wish you success and happiness.
