First Summit

The First CICA Summit was held in Almaty on June 4, 2002 with participation of sixteen member states and ten observer states and organizations. The Summit adopted the mostimportant constitutive document of CICA – the Almaty Act, which acts as the Charter of CICA. Almaty Act explicitly declared the determination of the member states to form in Asia a common and indivisible area of security, where all states co-exist peacefully, and their peoples live in conditions of peace, freedom and prosperity.

Heads of State/Government agreed that the member states would prepare a CICA Catalogue of Confidence Building Measures and proceed on a gradual basis for implementation of its provisions. They also agreed in principle to the establishment of CICA Secretariat for providing follow-up and administrative support for regular meetings and political consultations and other activities mentioned in the Almaty Act.

The second document adopted at the Summit was CICA Declaration on Eliminating Terrorismand Promoting Dialogue among Civilizations. In this comprehensive document, Member  states condemned all forms and manifestations of terrorism and committed themselves to fighting terrorism and strengthening bilateral, regional and international cooperation required to meet this challenge, in accordance with the UN Charter.
