Excellencies, Ladies and Gentlemen,

First and Foremost, I would like to extend Egypt's deep appreciation to the Government of Kazakhstan for hosting this important event, and for the hospitability and warm welcome extended to us. I would also like to acknowledge Turkey's chairmanship over the last 2 years as the driving force behind what we have achieved during that period. Thus it was Egypt's decision to whole heartedly support Turkey to carry on the chairmanship responsibility for another term, 


We meet today while our region is witnessing a delicate juncture, and a massive transformation towards the assertion of the will of the people and the establishment of a fully participatory democracy based on equality and the rule of law. We consider these transformations as a window of opportunity to create a solid and healthy foundation for enhanced cooperation within this organization based on mutual interest, respect and a shared view to the real threats to peace and stability in our common area.

There is no doubt that the challenges and threats the world is confronting, like terrorism, organized crime, proliferation of weapons of mass destruction, trafficking in arms and human beings, smuggling, piracy and energy issues, have a direct impact on the life of the people in our region. These challenges necessitate greater effort and collective cooperation among and between the governments and the people of the member countries of this organization to adopt the right approach to tackle such challenges and overcome them.

In this regard, Egypt truly appreciates Kazakhstan's continued role since the inception of this organization, as well as Turkey's efforts as the current chair of the organization, to achieve, materialize and consolidate cooperation aiming to activate the confidence building measures in political/military, economic/environmental and human dimensions. We recognize the role played by the leadership of this organization and the steps taken over the past years to revitalize the performance of the organization. 

While we welcome all efforts, measures and initiatives to consolidate confidence building measures in the political/military dimension, we are of the view that any meaningful outcome of the political/military confidence building measures between member states would not be effective unless it is associated with true and real progress in the Arab Israeli Conflict.

Ladies and gentlemen,

Egypt strongly believes that nuclear disarmament and nuclear non-proliferation are cornerstones of regional and global peace and security, and calls for the achievement of the universality of the NPT as soon as possible and the full implementation of the outcomes of its successive review conferences, the last of which in 2010.

It is our belief that measured and careful steps should form the basis of any cooperation and confidence building measures within this organization, to help build a solid basis and create an atmosphere of confidence and a robust platform of cooperation. In this regard, we express our support for the diverse activities held during the past two years in various fields as they reflect the keenness and dedication of this organization for boosting and diversifying cooperation between its member states, and not confining it to one aspect of confidence building measures. 


 sum up, while Egypt is well committed to this organization and to promoting cooperation within its member states to help achieve its noble goals and objectives, we are of the conviction of the indivisibility of security, thus recognizing the equality among its dimensions and the necessity to move across all of these dimensions to achieve an environment of confidence among member states, an objective that is central to both, Egypt's foreign policy and the aspiration of this organization.
