Statement by CICA Secretary General Kairat Sarybay at COP29 – High-level Roundtable on Energy: Advancing Climate Mitigation Action co-hosted by Azerbaijan and International Energy Agency (IEA)


Distinguished Chair, Excellencies, Ladies and gentlemen,

It is an honor to join you on this special occasion on the margins of COP29. I extend my sincere gratitude to the Government of Azerbaijan and IEA for organizing this important Roundtable.

The Conference on Interaction and Confidence Building Measures in Asia (CICA), is a multi-national forum uniting 28 Member States across 90% of Asia to promote peace, stability, and cooperation.

A comprehensive approach to security which is agreed within CICA framework requires prioritizing environmental sustainability along with political, military, economic, and human dimensions of security.

On 28 August 2024, Kazakh Chairmanship held in CICA first Ministerial Conference on Environmental Issues in Astana. This Conference concluded with the adoption of a High-level Statement, in which CICA Member States pledged to enhance cooperation on environmental goals, promote sustainability, and improve quality of life across the region. Key outcomes included commitments to climate adaptation, biodiversity conservation, sustainable water management, pollution control, and knowledge exchange on sustainable practices​.

I would like to thank Azerbaijan’s Deputy Minister of Ecology and Natural Resources, Dr. Umayra Taghiyeva for her valuable contributions during the conference. Let me remind you that at the upcoming Ministerial Council meeting in December 2024, Azerbaijan will take the Chairmanship in CICA for 2024-2026.

CICA Member States acknowledged their vulnerability to climate change and emphasized the necessity of collective action rooted in equity and common but differentiated responsibilities and respective capabilities, as outlined by the UNFCCC and the Paris Agreement. To address the pressing environmental challenges, CICA Member States intend to discuss the possibility of establishing a CICA Environmental Council - a permanent advisory body to drive cooperation on environmental sustainability of the CICA region.

 

Distinguished participants,

I would like to inform that on the margins of COP29, CICA will host a side event titled “Pathways to Sustainable Connectivity,” exploring sustainable solutions for green transportation networks on 20 November 2024.

Let us reaffirm our commitment to a cooperative, multilateral approach for a sustainable future in Asia and beyond.
