Briefing by CICA Secretary General Ambassador Kairat Sarybay on the outcomes of the Sixth CICA Summit


Distinguished media representatives!

I am pleased to welcome you today to the Sixth anniversary CICA Summit.

Today Astana has hosted a successful high-level meeting, which resulted in a number of landmark decisions.

Twelve heads of state, heads of observers and partner organizations, as well as guests of the Chairmanship gathered today in the Kazakh capital at this critical time for the world to address pressing issues and develop common approaches to strengthen peace, stability, and security in the vast Asian continent.

The Summit adopted the Astana Statement on Transformation of the Heads of State and Government of CICA, which launched a structured, inclusive and transparent negotiation process for the gradual, incremental and consensus-based transformation of CICA into a full-fledged regional international organization, which is the strategic goal of Kazakhstan.

The CICA transformation process will aim to reinforce the organizational and institutional basis for interaction among CICA Member States.

Transformation will give our effective dialogue platform a special status, thereby significantly consolidating the levers of influence of Asian states in global processes, which will allow it to play a global role.

Another achievement of CICA is the Summit's decision to welcome Kuwait as a Member State. Moreover, CICA has also found a new partner today – the Eurasian Economic Union. This testifies to the international credibility of the Conference as a representative and multilateral mechanism in the field of security and regional cooperation.

Along with this, the Summit adopted the following documents:

The Regulations of the CICA Fund – an additional voluntary funding mechanism to support the implementation of CICA projects – one of the priorities of the Kazakh Chairmanship; the Fund's activities will be based on the principle of consensus and full compliance with the objectives of CICA and will be carried out under the supervision of all Member States;

The CICA Leaders’ Statement on Cooperation in the Field of Security of and in the Use of Information and Communication Technologies, designed to give political impetus to the practical cooperation of the CICA Member States in the new priority area;

The CICA Plan of Action on the Implementation of the United Nations Global Counter-Terrorism Strategy, which has become a historic achievement and is aimed at implementing this Strategy on a voluntary basis in the CICA region;

As well as the Decision on the next CICA Chairmanship in 2022-2024.

In 2021, the Ministerial Meeting:

- Updated the Catalogue of Confidence Building Measures;

- Created the Council of Eminent Persons;

- Transformed the Think Tank Forum into a permanent platform.

Thus, the Astana Summit once again demonstrated the forum's determination to further advance the goals and objectives of CICA for the sake of security and sustainable development.

In 30 years, CICA has made a significant evolutionary path and currently serves as a relevant platform for interaction among Asian states on a wide range of issues.

Today, multilateralism and inclusiveness have become the only possible way to ensuring global peace, security and stability. The days of unilateralism and mentoring in international relations are over, the world cannot be made safer without the participation of all global and regional actors. At the same time, most of the global political and economic changes are taking place in Asia, indicating that the Asian continent has a new decisive role to play.

Thus, Asia, as the largest region in the world with the potential to be a driving force of global progress, will inevitably become an independent strong commonwealth of nations, free from its old remnants, pursuing common goals, independently solving its internal problems and contributing to global peace and security.

The principles and approaches of CICA make this platform unique for Asia, a very diverse continent, since CICA works to promote cooperation among states in order to create a favourable atmosphere of confidence, which is the main prerequisite for establishing full–fledged interaction. Furthermore, close and mutually beneficial cooperation ensures a high level of security, which is a prerequisite for sustainable development.

CICA's working approach is to proceed from the simple to the complex, from building confidence to building bridges. These principles and approaches have allowed CICA to bring 28 countries together, including countries with different views. All CICA Member States continue to reaffirm their willingness to reinforce the CICA process in light of the current geopolitical context.

The CICA Member States have already established a well-functioning institutional structure for the forum, and further strengthening is the natural next step in its evolution.

At the same time, CICA, as a very relevant and active platform, is evolving with its Member States, it will not remain unaffected by global and regional trends and will play its constructive role in advancing the common aspirations of Asian states.

As President of Kazakhstan Kassym-Jomart Tokayev pointed out in his remarks, we are not creating a new organization, but are transitioning to a new stage of institutional development. Raising the status of the Conference will strengthen Asia's increased role in world affairs and bring interaction among Member States to a new level.
