On 25-26 September 2024 in Astana, the Ministry of Defense of the Republic of Kazakhstan jointly with the Ministry of Foreign Affairs of the Republic of Kazakhstan and the Secretariat of the Conference on Interaction and Confidence Building Measures in Asia (CICA) held a seminar on the development of the CICA military-political dimension.
The seminar was attended by representatives of the military and political circles of 15 CICA Member States, as well as representatives of the largest think tanks and research institutes of the Republic of Kazakhstan.
The address of the CICA Secretary General Kairat Sarybay to the participants of the seminar was delivered by Expert in the Military-Political Dimension of the CICA Secretariat Ambassador Doulat Kuanyshev. The address emphasized that the issues of creating confidence building measures in the military-political field were at the heart of CICA, which over the 32 years of its development has turned into a mature multilateral structure of multifaceted cooperation that goes far beyond security issues. At the same time, the military-political dimension remains among the key areas of cooperation in CICA.
The address also emphasized the importance of maintaining dialogue between representatives of military departments and enhancing confidence building measures among them in the modern world. The existing problems related to security, conflict prevention and arms control require increased interaction on a multilateral basis. At the same time, the main goal of CICA is to create an architecture of security and cooperation in Asia based on the principles of the UN Charter and international law, transparency and mutual trust, taking into account decisions and actions taken exclusively on the basis of consensus.
During the seminar, a thorough, engaging and open discussion on pressing international security issues took place with the participation of prominent Kazakh scholars and experts in the political field.
On the second day of the seminar, as part of confidence building measures, the Ministry of Defense of the Republic of Kazakhstan organized a visit for the seminar participants to the National Defense University of the Republic of Kazakhstan and the newly established Military-Political Academy.
The military-political dimension is one of the five dimensions of interaction of the CICA Member States included in the CICA Catalogue of Confidence Building Measures. Seminars on the development of the CICA military-political dimension are held on an annual basis in the Republic of Kazakhstan, which is the coordinator of this dimension of cooperation.
