at the Fifth Summit of the Conference on Interaction
and Confidence Building Measures in Asia (CICA)

Mr. Chairman,

Distinguished Delegates, Ladies and Gentlemen,

Please allow me at the outset to convey my Prime Minister's regrets for not being able to join you today due to prior commitments, in particular involving preparations for the upcoming 34th ASEAN Summit in Thailand.

I also join with other distinguished delegates in expressing sincere appreciation to the Government and people of the Republic of Tajikistan for the excellent arrangements and kind hospitality extended to me and my delegation.

Thailand also acknowledges with deep appreciation the role of CICA's founding Chairman, First President Nazarbayev, and his great contributions to the development of the CICA process.

We warmly welcome Sri Lanka to the CICA family. Let me also take this opportunity to express our profound condolences to the Government and people of Sri Lanka for the Easter Sunday terrorist attacks.


Distinguished Delegates,

This is an important time for CICA and the region. While we have seen remarkable economic and social growth, development and progress in the region over the past few decades, we continue to face many traditional and non-traditional security challenges. It is key therefore that we step up efforts to promote peace, prosperity and sustainability in the region and beyond. In this connection, Thailand wishes to make the following 2 proposals:

First, Thailand proposes that CICA consider making sustainable development a strategic priority. We believe that CICA can play a key role in advancing sustainable development in the region and beyond; and this will help to further underpin peace and stability.

Thailand is open to working with CICA Member States on this idea as coordinator for Confidence Building Measures in the area of sustainable development. Not only that, but Thailand is ASEAN Chair this year and our theme is “Advancing Partnership for Sustainability”. So we believe that CICA can also draw on ASEAN's experiences in making sustainable development an important strategic priority.

And of course, we can continue to learn from one another, drawing on each other's best practices in the area of development, in particular our efforts to implement the 2030 Agenda. After all, our diversity is a precious asset. For Thailand, our path to development has been guided by the Sufficiency Economy Philosophy (SEP) of His Majesty King Bhumibol Adulyadej the Great; and we stand ready to share our experience with interested CICA Member States in this regard.

My second proposal concerns enhancing CICA's role and prominence through the strengthening of partnerships and external relations between CICA and other regional and international organizations. Thailand recognizes the potential benefits for CICA to continue to explore enhancing engagement and cooperation with other regional and sub-regional cooperation frameworks such as ASEAN, the Shanghai Cooperation Organization (SCO), and the Asia Cooperation Dialogue (ACD). These institutional partnerships and cooperative linkages could complement efforts to promote regional security and sustainable development in Asia.

Let me conclude by thanking the Tajikistan Chairmanship once again for the kind hospitality and valuable contributions made to advancing the CICA process. Our thanks also go to the CICA Secretariat for the close cooperation extended to Thailand. Please rest assured of Thailand's continued support and cooperation under the CICA framework.
