 and Confidence Building Measures in Asia (CICA)

Honorable Chair,
Distinguished delegates,
Ladies and gentlemen,

First of all, I would like to express my sincere gratitude to the Government of the Republic of Tajikistan and the CICA Secretariat for their dedicated work in preparing for today’s important gathering.

With the largest landmass and population, Asia is a continent of diversity and dynamism. In this regard, CICA, which is composed of 27 Asian countries, has an endless growth potential.

My government is seeking to strengthen cooperation with Eurasia and the ASEAN region through its New Northern and Southern Policies. We are also committed to laying the foundation for mutually beneficial cooperation with Central Asian and Middle Eastern countries. I believe that our strategy will create a mutually reinforcing effect with the CICA process.

Honorable Chair, distinguished delegates,

As the Asian continent is large in size and diverse in ethnicity, it is true that there are many challenges that are yet to be resolved. Since achieving stability and peace in Asia is the ultimate goal of CICA members, I would like to share with you today the current status of the Korean Peninsula and my government’s vision.

The Korean Peninsula is now moving past the period of confrontation and distrust into a new era of reconciliation, peace and prosperity.

Only two years ago, in 2017, tensions on the Korean Peninsula were high, and peace seemed too far away.

Despite these challenges, the “Berlin Peace Initiative” announced by my President in July 2017 initiated the process to nurture an atmosphere of dialogue. This led to North Korea’s participation in the 2018 Pyeongchang Winter Olympics, which opened the way to three inter-Korean summits and two North Korea-US summits.

The leaders of the two Koreas and the United States agreed to work towards their shared goal of complete denuclearization and the establishment of lasting peace on the Korean Peninsula. A regular channel of communication has been established between South and North Korea, and the agreement to ease military tension and build mutual trust has been signed.

Of course, the path to breaking down the long-lasting Cold War order and creating a peaceful, nuclear-free Korean Peninsula is no easy task. It is also true that the North Korea-US Summit in Hanoi in February ended without an agreement, and North Korea fired short-range missiles, raising concerns that the momentum for peace may be weakening.

But what we are facing right now is part of a lengthy process. The important thing is to continue the dialogue so that the peace process on the Korean Peninsula is not be interrupted. Differences of opinion should be identified and narrowed through dialogue to make new progress.

Fortunately, both Washington and Pyongyang are keeping the door to dialogue open, and thus we hope talks can promptly resume. To facilitate such negotiations, my government will continue to engage in dialogue with North Korea without being bound by any formality.

Through this process, we will continue our efforts to end the long-standing confrontation and conflict on the Korean Peninsula. We will also strive to contribute to peace, prosperity and cooperation beyond the Korean Peninsula, across Asia and throughout the world.

I hope that the international community, including the members of CICA, will continue to join us on our journey toward peace.

We, the 27 CICA members, have a lot to do to achieve mutual prosperity and confidence building. In this regard, the contents of the Summit declaration may not be entirely consistent with the various positions of all member states. Nevertheless, I highly value that many CICA member states including the Republic of Korea have shown flexibility for the adoption of the declaration based on the spirit of Consensus, the CICA decision-making method.

The Korean government will continue to communicate and contribute actively to realize the theme of the Summit, “Shared Vision for a Secured and More Prosperous CICA Region”.
