at the Fifth Summit of the Conference on Interaction
and Confidence Building Measures in Asia (CICA)

Your Excellency President Emomali Rahmon, President of the Republic of Tajikistan,

Excellencies, ladies and gentlemen,

It is a great pleasure to join you in the Republic of Tajikistan for the 5th Summit of the Conference on Interaction and Confidence Building Measures in Asia, and to express my sincere appreciation for the warm hospitality and outstanding arrangements for this important Summit. Under the Chairmanship of His Excellency President Emomali Rahmon, President of the Republic of Tajikistan, CICA will undoubtedly continue to strengthen as a platform for dialogue and cooperation to promote security and prosperity in Asia and beyond.
      
I would also like to thank His Excellency President Xi Jinping and the Government of the People's Republic of China for its Chairmanship over the past two consecutive terms, and for its remarkable efforts in furthering the work of CICA which two years ago celebrated its 25th anniversary.

Since its establishment, this Conference has truly consolidated its key position in the region, as part of a modern vision that builds on our shared history and diversity. Bahrain appreciates in particular the personal role of the First President of the Republic of Kazakhstan, Leader of the Nation Nursultan Nazarbayev, as the Founder of CICA, as well as his ongoing contributions to the CICA process.

We also welcome the Democratic Socialist Republic of Sri Lanka as the new Member of CICA.

Bahrain is keen to develop CICA’s activities, and we appreciate Member States’ plans that have been put forward across a range of fields, as well as the proposals to face new challenges and threats, as set out in the CICA Catalogue of Confidence Building Measures. Bahrain also recognises the role of CICA in strengthening people-to-people exchanges, and welcomes its efforts to put in place the Business Council and the Youth Council, and to engage all sectors of society in the cooperation process. 
       
Having made significant strides in achieving the Sustainable Development Goals, Bahrain recognizes the importance of international cooperation that places the people and the planet at the forefront of fully achieving the United Nations 2030 Agenda for Sustainable Development.

Excellencies,

The Kingdom of Bahrain is convinced that creating a secure and stable environment for peace and prosperity is a collective responsibility. The challenges and threats facing our dynamic region call for shared visions and mutual understandings based on the principles of respect for sovereignty and non-interference in the internal affairs of states, like supporting militias and non-state actors to undermine the stability of countries like Yemen, Syria, Lebanon and Iraq, and occupation of lands and islands in the region like in the case of Palestine and the islands of the United Arab Emirates. Only then can we realise effective cooperation and coordination to address the issues that can undermine the peaceful co-existence and welfare of our peoples, and only then can we fully combat extremism and terrorism. 

In light of the recent recurrent attacks that have endangered international navigation and flow of energy, the international community must assume its responsibilities in guaranteeing the safety and protection of transport and maritime navigation in this vital region to the global economy and to international peace and security. Member States must refrain from actions that threaten the security of major energy transport and shipping lanes and destabilise both the region and the world.
       
I also reiterate the unequivocal position of the Kingdom of Bahrain in support of the aspirations of the brotherly people of Palestine and their legitimate rights to establish an independent Palestinian state on the borders of 4 June 1967 with East Jerusalem as its capital, on the basis of the two-state solution and in accordance with the Arab peace initiative and relevant international resolutions. As part of our concerted efforts to develop the Middle East region and in particular to empower the Palestinian people, Bahrain will host the "Peace to Prosperity" workshop, in partnership with the United States of America, to enable them to enhance their capacity and resources, and to reinforce them as capable and effective partners to achieve peace with Israel, and which will lead to investments and development that benefit the whole region.

We in the Kingdom of Bahrain fully appreciate our relations with CICA Member States, and the many areas in which we can clearly complement each other to our mutual advantage.  May I therefore express once again Bahrain’s belief in the common goals of CICA, and our conviction that our shared potential and values are an important contributor to maintaining our collective security, providing the foundations on which to build firm and lasting cooperation towards peace, development and prosperity.
