CICA FOREIGN MINISTERS SPECIAL MEETING
New York, 24 September 2018
CICA has become an institutionalized and highly representative regional forum since it started as a visionary idea in 1992.
We can and should be proud of this achievement.
However, there is clearly much more potential in CICA.
As a founding member and former Chairman, Turkey will continue to support all efforts to strengthen it.
In this spirit, we welcome and congratulate the new Chairman, our friends and brothers from Tajikistan.
I would like to express our deep appreciation to the outgoing Chinese Chairmanship for their outstanding efforts during the past 4 years.
We also welcome Sri Lanka as our 27th member. CICA has been further strengthened with Sri Lanka’s participation.
Meanwhile, our partnerships are also expanding. We are pleased that Laos has joined us as an observer state.
Looking ahead, Turkey has two priorities:
First, we need to deepen our cooperation.
A concrete step in this direction would be better institutionalizing our structures and work. We are ready to begin such a process.
Second, we need to display a stronger sense of ownership of CICA.
This can be achieved by active involvement in and oversight of the work conducted in all five-dimensions of the Organization.
Today, the foundations of global order are shifting. We are all faced with great challenges. Solutions to these lie in joint action.
CICA is a platform where we can search for such solutions.
An idea could be to focus within CICA on enhancing mediation capacity at global and regional levels.
Concrete mediation work will contribute to the visibility and credibility of CICA, thereby making it more relevant and strong.
This organization has the potential to contribute to peace, security and stability greatly in a wide area.
It has a truly unique composition. It is up to us to make it instrumental and effective.
Our call is for us to make best use of this huge potential.
