Chairman’s Statement at the Special Ministerial Meeting of the
Conference on Interaction and Confidence-Building Measures in Asia (CICA)
We, foreign ministers and other head of delegations of the Conference on Interaction and Confidence-Building Measures in Asia (CICA) Member States are holding the Special Ministerial Meeting in New York on September 24, 2018. I Sirojiddin Muhriddin, Minister of Foreign Affairs of the Republic of Tajikistan, would like to state as follows:
At the outset, on behalf of Tajik delegation, I would like once again to sincerely welcome the foreign ministers and representatives of CICA Member States, observers and other participants of today’s meeting. Taking this opportunity, I would also like to express our appreciation to the People’s Republic of China, the outgoing CICA Chairman, for successful leadership and hard work demonstrated during their chairmanship. I would also like to commend CICA Executive Director, H.E.Mr. Gong Jianwei and his staff for their dedicated work in making CICA a more effective organization in confronting the challenges in the fast changing international environment. I wish to extend my deep appreciation to the Government of Kazakhstan for its valuable overall support of the Secretariat’s work. I would like to welcome Sri Lanka as a new member of CICA. I am confident, that Sri Lanka will play an important role in promoting CICA shared values and common goals globally. Over a very short period of time CICA has managed to prove its effectiveness as a mechanism of multidimensional collaboration, which facilitates confidence building measures, good neighborhood and enhance cooperation towards promoting peace, security and stability in Asia. Tajikistan assumes CICA Chairmanship and responsibility for further coordination of joint efforts and strengthening the mutually beneficial cooperation. I am grateful for the Member States for their trust and support in this matter. Taking this opportunity, I would like to extend Tajikistan’s gratitude to all member states of CICA for the support rendered to our candidate -Mr. Habibullo Mirzoev, next CICA Executive Director, who will assume his duties soon. Since joining CICA, Tajikistan supported and contributed to the Conference’s work in every possible way. Tajikistan's multifaceted activity with CICA demonstrates its commitment to principles and for strengthening the Conference’s effectiveness and efficiency. Tajikistan is willing to further enhance its cooperation with and within CICA in all its dimensions, including through exploring new avenues of cooperation. Tajikistan will stress the need to deepen multifaceted cooperation and confidence-building measures in political, security, economic, environmental and humanitarian fields. Distinguished colleagues, We are all aware that international and regional security remains at risk due to the growing scale of terrorism, transnational organized crimes and illicit drug trafficking. These negative trends affect the interests of our countries and threaten our security. Tajikistan is making great efforts to confront these challenges by taking appropriate measures at the national and regional levels. In 2016 we adopted the National Strategy for Countering Extremism and Terrorism for the period of 2016-2020, which is designed to prevent, suppress and detect terrorism and extremism related crimes. Taking into account the profound experience on peace-building, prevention and fight against terrorism, Tajikistan in close collaboration with the UN, OSCE, EU and a number of other partners convened on 3-4 May, 2018 in Dushanbe the High-Level International Conference on “Countering Terrorism and Preventing Violent Extremism”. I am sure the decisions taken during the Dushanbe Conference will strengthen our effective collaboration on fight against security challenges. Strengthening the economic cooperation is an essential part of our engagement for achieving security and sustainable economic growth. In our view, to promote pragmatic cooperation within the CICA region, it is necessary to find new areas of economic and trade cooperation. Projects, such as energy, transport and communications are related to the development of all countries. It is in our common interests to explore the region’s transit potential through accelerating the construction of a new communication infrastructures. Environment and climate change is another essential component of our cooperation, taking into account the necessity of implementation of Sustainable Development Goals and outcomes of Climate Summits. Natural disasters annually cause huge damage to the economies of our countries. It results in decrease of the area of human habitation, forcing people to abandon their homes. It creates certain obstacles for implementation of sustainable development goals and ensuring food security. In order to prevent the degradation processes, eliminate their consequences and conduct rehabilitation works it is necessary to take urgent measures, which require huge financial resources. The urgent measures must also include the improvement of access to clean drinking water and sanitation, as well as ensuring comprehensive water-saving actions across all sectors of the economy and effective use of renewable energy sources. Tajikistan actively advances water agenda by promoting water-related initiatives. The latest of its initiative-International Decade for Action “Water for Sustainable Development, 2018-2028” was unanimously adopted by the international community. The new Decade will serve as an important platform to enhance cooperation and partnership at all levels in order to achieve internationally agreed water-related goals, including those contained in the 2030 Agenda for Sustainable Development. Tajikistan regards CICA as an essential platform for comprehensive dialogue on existing security challenges. We welcome the efforts aimed at strengthening the potential and confidence building measures of the Conference. We have to be sure that CICA is well prepared to respond to our increasingly complicated environment and contemporary challenges.
