Statement by Erlan Abdyldayev Minister of Foreign Affairs of the Kyrgyz Republic at the Special Ministerial Meeting of CICA September 24, 2018 New York
Dear Mr. Chairman, Distinguished Heads of Delegations,
First of all, I would like to express my sincere gratitude to Mr. Wang Yi, Minister of Foreign Affairs of the People’s Republic of China, for the well organization of the Special Ministerial Meeting of the ‘Conference on Interaction and Confidence Building Measures in Asia’ and to welcome Mr. Habibullo Mirzoyev as the next Executive Director of the CICA Secretariat. I would also like to thank the Chinese side for its substantial work as a chairman, aimed at achieving concrete results and finding new directions for the development of CICA. Dear Colleagues, The road to peace and prosperity lies through building a safe and stable environment, in the vast Asian region surrounded by three oceans, can only be ensured by joint efforts. The Kyrgyz Republic, as before, will adhere to the main goals and principles of the Conference aimed at strengthening dialogue, trust, friendship and cooperation.
At the same time, we are convinced that the CICA should meet current realities. Its improvement and the development of effective interaction mechanisms will further strengthen confidence and increase the effectiveness of equal and mutually beneficial cooperation.
CICA region is liable to both external and internal challenges and threats. Particular concern relates to the fact that actually, the region is not fully prepared to reduce its security risks. This may be due to the lack of common countermeasures and the special proximity of the region to the hotbeds of tension in Afghanistan and the Middle East.
In terms of implementation of aimed programs in the field of combating terrorism, it seems appropriate to adopt the CICA Action Plan on implementation of UN Global Counter-Terrorism Strategy and signing the Protocol on cooperation between the CICA and the SCO RATS. Close interaction between the CICA participants and the establishment of joint and purposeful work can build a certain barrier to new challenges and threats. Dear Colleagues, We should avail the opportunities of our Conference in order to create a prosperous community in Asian region on the basis of an active dialogue and a common desire for sustainable development. In this regard, I consider that it is appropriate to focus our attention on the economic dimension, since the growth of mutual trade and investment contributes to a more stable and secure environment. Kyrgyzstan supports the further strengthening of regional economic cooperation and the provision of favorable conditions for the creation of joint high-tech industries and facilities. We also welcome the implementation of regional infrastructure projects in the communications and energy sectors. Such breakthrough projects are highly-demanded in the world today. With the help of a number of initiatives to expand the global value chains, the economic future of Asia looks quite promising. In this context, the Chinese initiative “One Belt - One Way” is highly relevant. I am convinced that new ideas and initiatives should find our support and help to change the modern face of Asia and turn it into a region of peace, stability and sustainable development. In the history of world civilization, Asia has always been one of the leaders of the common development of humankind. It is encouraging that now many Asian countries are showing inspiring examples of economic development. The Kyrgyz Republic is ready to take an active part in this constructive process and make its own contribution.
Dear participants, Taking this opportunity, I would like to thank the ECO member states for the active participation of their sports teams, cultural delegations and distinguished guests at the III World Nomad Games, which took place from 2 to 8 September on the Shore of Issyk-Kul Lake under the auspices of UNESCO. I am sure, that with your support, we will continue to promote and popularize the World Nomad Games, founded by the Kyrgyz Republic. In conclusion, I would like to thank the once again Chinese side for preparing this meeting and wish the Tajik side a successful chairmanship in CICA.
